The new tooltip isn't merged yet. Once it is, it will be safe to remove the window decoration button. Until then, the button has to remain, because some people might still be using it.
The What's This titlebar button is not available in other desktops and made obsolete by the new tooltip implementation. The new implementation should work everywhere, the button definitively doesn't.
In addition:
- I only see said button when using KWin
- KWin allows me to configure which titlebar buttons I want to see (and where).

Adding to what @dfaure said, I think the button is useful, and it should be opt-out, not opt-in; the former is simple using systemsettings, the latter is impossible to discover, because how would a new user find out there is actually a question mark button that can be used to show extra info about some GUI element.
"Who cares" (which really means "I don't care", since clearly there are people who do care), and "stupid" are not constructive feedback nor acceptable language in this community.
Here's a constructive suggestion for how your feedback should have looked like:
Who cares what you use the strings for, this request is about removing the stupid button on the title bar and that's more than before a valid request.

I think this hasn't been actioned because it's kind of inappropriate as a phab task. It's more of a simple wishlist request that doesn't require a lot of extensive discussion. Can you re-open this as a bug report against plasmashell | Theme (Breeze)? Thanks!
Well, we did that. And now there is a proposal to add a full screen mode to it: https://invent.kde.org/plasma/plasma-desktop/-/merge_requests/412.
We decided to go in entirely the opposite direction and use the "What's This" strings for expanded tooltips. See https://invent.kde.org/frameworks/kxmlgui/-/merge_requests/45
This is fixed now with all panel applets following the same margins, and those margins being partially user-selectable through the use of a Margins Separator applet.

It's the sort of thing that is occasionally useful for some people some of the time somewhere somehow, but mostly useless for 99% of people. Perhaps there is a third option: turn it into an advanced page or a dialog accessed from another KCM. Surfacing this stuff in its current location is super overkill, but maybe we can just hide it better.
Actually forget about DAV, FTP is a better example.
do programs that use DAV use settings from this KCM though?
We live in a world of fast reliable internet. I suspect people in less-well-equipped ("third world") countries might have a use for increasing timeout values so the system tries longer before giving up. But yes this was more useful when it was about your internet browsing, while now if it's just about your DAV connection....
Regarding "Connection Preferences": even ignoring that it's probably only relevant to KIO, I don't think this stuff should be exposed to regular people (when was the last time *you* changed your timeout values?):

imo Breeze could skip the fully "flat and rounded" phase and go a bit back to oxygen but futuristic with just a bit of skeuomorphism+more blurred parts(kinda glassmorphism)+ at least 6px radius, which would mix nicely with the current (and in future more rounded) icons having nice gradient and shadows, like

I don't see any use for the "Browser Indentification" KCM and would propose to remove it.
Browser Identification:
Probably mostly relevant for Konqueror. Or is there a use case for changing the user agent for the webdav KIO slave?
