Programmatically generate Global Theme, Lockscreen, and SDDM wallpaper preview images

Description

Every time we change the Plasma wallpaper (typically three times a year; one per Plasma release), we have to undergo a time-consuming, error-prone 17-step process to update everything. See https://community.kde.org/Guidelines_and_HOWTOs/Change_the_default_wallpaper for details.

By far the most time-consuming steps involve generating appropriate preview images. It would be much nicer if we could automate as much of it as possible such that the final preview images were generated programmatically just by feeding a wallpaper image into a script, which would overlay the necessary content on top automatically and take screenshots. As a nice bonus, we might even be able to produce localized preview images instead of just one English one.

@niccolove, isn't this done now? Is your code upstream anywhere?

Ah, I think I have not upstreamed it yet; will do it for the 5.25 release.
