As part of the sprint we discussed having a global animation slider that affects all thing (plasma, kwin, qstyle in apps)
This relates to organisation as there is a slider that only affects kwin in
Display and Monitor -> Compostior
Which makes absolutely no sense.
I initially put it in
Workspace -> desktop behaviour
Though it could be argued that it's appearance related? Thoughts and opinions?

I'm pushing for the Workspace KCM to be renamed to "General", in which case I think it would be a good place for it.
Alternatively maybe it could be in the LNF KCM in a footer, since that KCM has a global feel to it.
