@bshah we still have a bunch of apps on the 5.9 LTS branch and it'd be great to get this change there as well.

Removed the uncessary localization update since that has been fixed elsewhere and renamed the revision to make it clear it's just about OARS now

I *think* I did that, let me know if there's something else I need to do. I use Phab all the time at work but we don't use differential so it's like the uncanny UI valley.
