Individual apps' proposed design changes should probably be done in their own Phab tasks that are marked as children of this one, or else this one (the logical parent task) will get cluttered up and the discussion will become hard to follow.

I maked some tweaks.

It actually has a bg like in telegram but it doesn't seem to be customizable. Also, for some reason Kaidan's android builds have way more features than the KDE Neon (dev) version

Thank your for input, but I believe you are not using the latest version of Kaidan. That's how it should like now currently (master build):

It has a very decent background now.

Is Filelight still being maintained? If so, this app could have a redesign too or integrate it in KInfoCenter.
