[kwin] Detect hung Wayland windows

Description

KWin should start ping Wayland windows and offer to close them. This needs changes compared to X11 as on X11 the window closing is done through another binary. For Wayland it needs to be KWin or at least a way to pass a dedicated protocol to the helper application to allow to kill it.

ping on xdgshellv5 and 6 partly implemented, will need to be wired up in kwin

Hello, sometimes I freeze applications through cgroups freezers. Will this drive kwin's hung windows detection crazy?
