Add bugs.kde.org entry for KTextTemplate

Description

While there is a product entry for Grantlee, I'd think we would simply add a new, given KTextTemplate is to some degree a fork and might have issues of its own, also will it make finding the product easier.

To match the pattern of existing entries for KF modules, I'd think the name should be

frameworks-ktexttemplate

Library to allow application developers to separate the structure of documents from the data they contain.

Any proposals who should be default assginee? kxmlgui has kdelibs bugs, for some community-like email address. Perhaps there should be some kf-bugs instead, to match the KF product name?

If no-one has objections or has other ideas, would then go upcoming WE Nov 19/20 and create such product "frameworks-ktexttemplate", with the usual "general" component, using kdelibs-bugs as default assignee for the start.
IIRC I still have respective bko karma to execute such creation myself, so no other help needed :)

The name seems wrong to me, it's not part of KF5. Why not just call it "ktexttemplate" like the repo?

And the move to libraries was mainly done to get Qt6 CI working, not because it should be released as stand-alone.

Myself am especially aware as I 3 years ago wasted lots of time into reacting on an earlier proposal to move Grantlle to KF ;) Ssee all the dead work linked from T14887 (which I partially still have to redo now for the new variant of the lib... oh, humans...)
