After a discussion with Andrea Mangiatordi, it seems like the most accessible format seems to be epub 3. Changing this task name accordingly
All the libs are updated to upstream REL1_27.

Speaking of the download format, have you asked her how she can convert LaTeX to braille? If there some packages we can think about including it in OCG and provide a new download format alternative to the pdf
I've discussed with a blind girl with a bachelor in math. I showed her the wikitext format and she thinks that with small changes to improve the readability, like substitute the <math> tag with $$, that could be a good download format for blind people.
