It is only used for the KAboutPluginDialog in the KPluginSelector.
Because that gets currently rewritten we could maybe get rid of that dependency?

Closing it since the dialogs and a lot of shared code is in KXMLGUI. By providing a core KCMUtils lib we don't force that dependency unnecessarily in KF6 when moving classes there.
