Description

Even if we do T12611 and T12612, we will still have a problem of Kirigami being a framework and controlling the visual style in a way that makes it hard to synchronize with Breeze since Breeze is on the Plasma release schedule.

Alternatively, we could move the Breeze widget theme into a framework and not have to do this.

Same concern as voiced in T12612#219183. Similarly, let's focus on T12611 instead.
