R238:7780d972ad6e: New function to retrieve the documentation directories
Summary

Right now each users of KDocTools (KIO Help, KHelpCenter) contains
the logic to get the documentation directories, making it really
complicated to change or extend the value.

Move the logic in a single place.

Test Plan

Compilation works and the function is exported.
