Fixes loading provider information

Test Plan

The URL stored at http://download.kde.org/ocs/providers.xml changed

Opened about dialog, pretended it had ocs usernames, got "providers loaded" instead of "no providers"
Don't actually know what apps has OCS users that could be shown there
