We should prolly also loop in existing hardware partners such as Slimbook and Tuxedo Computers, at least just so that they know this is happening and to help with having unified KDE brand awareness.

We have time. Let's pick out the wallpapers one at a time and do testing on them thoroughly. I have access to every computer and monitor under the sun at my work so testing for different screens and resolutions won't be a problem.
A new consideration that wasn't present when this task was introduced is the presence of wallpaper-based accent colour tinting. Default wallpapers prolly should also help showcase that feature, by having prominent colours that Plasma will pick up well.

disrooter's mockups look quite nice and is a good basis to proceed from. However, many of the settings exposed in them could prolly be put elsewhere or grouped under a menu instead. The main view should at least have a desktop grid and activity tabs with wallpaper thumbnails below them (like in the mockups). Window search could be done in a couple of ways, such as:

Please understand that the Windows users still on 7 are very likely to be quite averse to change. That means getting them to switch operating systems is also quite the challenge. Having a theme that apes the look of Windows 7 helps significantly with convincing them to switch to Linux.
