This is a long term project. I guess it makes sense to have a separate (sub) project on phabricator for it. Do we have the power to create one, or do I need to create a sysadmin ticket?

OK, no problem. Still, I think it's a good idea to also track it here. Phabricator can have a task be part of multiple workboards.

To have a project created, you'll need to file a sysadmin ticket.
