Deleted default tags don't stay deleted - Missing blacklisting for tags

Description

When the default tags (Square, Round, Erasers, etc) are deleted, they will return after Krita is started next time.

Blacklisting is not implemented yet for tags, and tags are part of the installation so cannot simply be deleted.

Basically, what needs to happen here is that Krita tracks

  1. Which tags need to be blacklisted(for if you want to remove default tags)
  2. Which presets are not supossed to be in a certain tag because the user removed them.

Uhm, uys, I love you, but why is this in the Krita: Stable Bugfixes board? It just seems to me that it would require a resource manager rework?
