Application Dashboard is in a similar boat, and lives in kdeplasma-addons to denote its status as kind of a second-tier applet. I'd like to propose moving Kicker there too, in the interests of keeping the plasma-desktop repo focused on high-quality shipped-by-default software. kdeplasma-addons makes sense to me as a place where the non-default stuff lives.
