Grafana: configure datasource with a provisioning file

The InfluxDB data source (URL, password, etc) was originally configured
by hand in the Grafana web UI. This commit makes it get added via a
"provisioning" config file instead. Grafana can even migrate from the
web-configured datasource to the provisioned file.
