Multiple changes to make monitoring-server work in a dev env

It's now possible to apply the monitoring-server.yml playbook on a
local VM:

• Fixed use of enable_ssl so that SSL can be disabled
• Allow disabling Grafana's use of LDAP
• Make InfluxDB hostname (used in telegraf.conf) configurable
