users have real problem maintaining a system with neon-desktop (which is
where the notifier would ordinarily be pulled in). since plasma-desktop
is the most relevant dep qualifying a plasma desktop we'll simply anchor
the notifier here.
this is fairly neon specific in that the notifier is not part of the plasma
release bundle, but rather a required part of the neon experience.
