Signals like mount started/finished were only connected for newly inserted devices but not ones that were present on startup.

Test Plan

Plugged in a usb stick, then started plasma, mounted it and got a busy spinner while it did so

Works fine in plasmawindowed but doesn't help in plasmashell :/

Bug looks more like in Solid or even UDisks. I get a setupDone signalled prematurely at times
