Cherrypick fix for Kicker navigation bug 397779

Description

Eike Hein fixed a regression (#397779) that made it unintuitive to navigate Kicker with the arrow keys. The fix unfortunately didn't make it into 5.13.5, and so this is a request/wish for it to be backported to Cosmic. I know it's a small bug, but I think it is an annoying one for users of Kicker, and the fix makes the navigation consistent with Kickoff's.

I was already considering this patch, after I noticed it had been merged into the 5.13 branch but would not get released in 5.13 as there are no more bugfix releases.

This only has scope to affect kicker, so looks reasonable to cherry pick to me.

Awesome. Since we're in a cherry-picking mood, let me pre-warn you that if we get good results during the 5.14 beta, I'd like to consider cherry-picking https://cgit.kde.org/plasma-desktop.git/commit/?id=a4c724173b5c6a59331587f2e5db746dffbabdc6 too, or else we're going to get a lot of user anger over it in Cosmic.
