there is a workaround in place for bionic which is meant to disable the building of source tarballs of the ISO sources to speed up ISO building. needs undoing before publishing ISOs

The source tar files are uploaded at the http://files.neon.kde.org.uk/ directly, I guess we can add bionic subdir there.

I have changed the publishing logic to publish in subdirectory, now needs enabling when it's time.
