Description

In xenial version of ubiquity, keyboard setup is after timezone setup.

In bionic version of ubiquity, keyboard setup is after langiage/welcome step.

Figure out which one makes sense, and streamline them.

I'd leave it as is. The only disadvantage we have is a code branch in the openqa test which isn't particularly expensive and will go away in due time.
