This is now greener than a Telsa hybrid
Exceptions:
babe: invalid sig on tar known to dev
muon stable: broken code known to dev
kdenlive: needs new mlt which can be added as a separate task
kdeedu-data: uses kde4 translations which neon does not like
digikam: latest version is compiled but someone put a beta version in stable download dir so I cancelled the build
ruqola: qmlcachegen is not working without qt5-default being installed which lintian errors on

digikam green.

Only reds in bionic release{,-lts} are babe (which has invalid signature known to maintainer) and heaptrack (fails on armhf, known to maintainer)
