Make the deps in the Windows build relocatable to a different directory

Description

From some grepping and guessing, the deps can't be relocated due to these issues:

  1. Vc hard-coding the install prefix path in VcConfig.cmake
  2. Qt using compiled-in paths? Might be solvable with qt.conf.

Not sure if there are any other issues.
