When a user has a File Layer in their layer stack and they decide they want it to show up somewhere else than the top-left corner, they're very likely to try to use the transform tool. However, the transform tool has no effect on File Layers at all.

I think it'd be a good idea to either automatically create a transform layer for the user when they use the transform tool on a file layer, or maybe to offer to transform it into a paint layer.
