Windows: Investigate how to ship translation files

Some more user feedback, we need to be able to choose the language:

I believe that under "Configure - Kdevelop" -> "Configure User Interface",
one should be able to choose the translation language in which the GUI
appears, which should be consistent across the whole GUI.

What's exactly the problem?

That I do not know how we should a) generate, b) ship the translations in the installer. Haven't investigated it yet.
