doc- and i18n-related fixes for the main cmake file
- move the search of KDocTools with the other KF5 modules (required as before);
- add the macro to handle the translated artifacts injected at release time (translations, translated documentation).

@mreeves I see that this was cherry-picked here - is this the branch where to develop to? The differences with master are minimal, why not go directly with the content of master?

Just wanted the cleanup done. Yes might as well stick with master for future development.
