Revert "Hide the random offset checkboxes"

This reverts commit 81e6fa9e6f24f5e89d981e9f7f104890bbc0c990.

It does work on Linux, so something with our use of random
is broken specifically on Windows. Which is weird, random
texture uses rand, fuzzy stroke and dab use KisRandomSOurce.
