Revert "Windows: Update ext_qt to Qt 5.9.4"

This reverts commit 282fbca21ebf56965838b76883c555e196874a6f.

There is a bug in Qt 5.9.4 which causes the touch docker to not response
to touch presses. Until this can be fixed, keep using patched Qt 5.9.3.
