WinInk: Fix tilt not following device rotation
This just seems so wrong because it is not documented anywhere (at least
not somewhere I can find on Google), but it appears the tilt angles on
the Surface Pro 2017 are always in the default landscape orientation,
instead of following the device rotation like the coordinates mapping.
