Workaround for switching subwindow->tabbed mode when one window is always-on-top

1. Switch Subwindow mode
2. Open two documents
3. Make one of the documents "Stay on top" with a window contex menu
4. Switch to the Tabbed mode

That always-on-top window will persist in the middle of the canvas. It
will normally maximize only when you explicitly click on its tab.
