modifications in global palettes won't make document dirty
more secure filenaming when switching a palette between global and non-global
readonly is now an attribute to save, but still readonly files always make palettes readonly
only global palettes can be readonly; this is to make sure kra files won't be polluted by a palette that cannot be deleted
