add isDeleted and isDefaulted to ClassFunctionDeclaration

this does (should?) not change the on-disk format and is hence safe to do for now
depending on the outcome of the discussion on the ML I'll revert this and put the
change together with signal/slot and other Cpp-specific stuff into a custom type
