Move KDevelop::Path to kdevplatformutil

Description

Move KDevelop::Path to kdevplatformutil

Removes the cyclic dependency kdevplatforminterfaces <->
kdevplatformproject.
That in turn makes some things easier in frameworks.

Remove Path::toIndexed(), because it creates an additional dependency on
kdevplatformlanguage
