Make the meridian flip hour angle unit to be in degrees by default since this is a common settings used by many mounts. The meridian flip value is still stored in hours in the config file so this is just the display value to make it easy for users to set. Added a tooltip to guide users what value they should set compared to the mount configured MF limit
