balancebox: don't reconfigure in manual dialog

Use case: On android, user enters manual or configuration dialog ->
lock device -> unlock device -> loading animation appears on top of
manual dialog and map is reconfigured in invisible view.
Feels buggy. Reconfigure is only necessary when the balancebox is
visible.
