Revert "Hide file preview when icon is too small"

This reverts commit 2559a28739627f9d2b23d6859016c098007a9acf.
It did not turn out to be a good change. It was confusing
and annoying because it overrode the user's indicated desire and
there was no way to disable the behavior.
