Fix KDEInstallDirsTest.relative_or_absolute_usr, avoid Qt paths being used

Set KDE_INSTALL_USE_QT_SYS_PATHS explicitely to FALSE, to avoid
it defaulting to TRUE if Qt is also installed to the /usr prefix
