When dragging a file from a notification and it times out, it closes and crashes. This keeps the dialog open during drag.

Notification stays open during drag.
After drag finishes, the timeout timer restarts and notification will eventually go away.
(This is a Plasma/5.9 branch version of D4763, will be fun merging the thing to master...)
