R94:f1cc2c8c75b6: Add option to only build mimetreeparser

Summary

As discussed at Akedemy kube only needs mimetreeparser form messagelib.
To be able to only build and installs this I added an option for this.

The kube team is responsible that this options works.

Test Plan

build both options successfully.
