Switch system settings default view to tree or icon view for LTS

Description

The new default kirigami sidebar view is still a bit glitchy and a work in progress, and slightly confusing to my mind.

Especially for the benefit of upgraders from 16.04, I think we should consider setting the default to the already familiar icon or tree view.

That's definitely key. A slow but efficient upgrade in UX will make adoption (and acceptance) easier.

Unfortunately the other available options are plagued with different bugs or papercuts:

  • Icons view inappropriately respects the click style, so if you set double-click (as we've done), then the icons require two clicks for no good reason: https://bugs.kde.org/show_bug.cgi?id=377309
  • Tree view opens up a really dated, KDE4-looking welcome page, and doesn't remember the expansion state of the tree. Also, tree-style navigation is not very user-friendly in the first place.

As a result, no matter which one we choose, there will be bugs, unfortunately. Since the Sidebar view is clearly the direction that upstream is moving in, my preference would be to fix the bugs there, rather than in the other ones.

Hehe. I'm so used to double click, I hadn't noticed I was doing it in icon view. Not a bother for me clearly, but I accept it's not ideal either.

I so wish that we could actually use single-click by default everywhere, but unfortunately most of our UIs that are affected by the setting aren't well-optimized for single-click. See the enormous discussion in T8187 for more on the subject than you probably ever cared about!

Sounds better. Or, you can omit it altogether, as it's self-explanatory what the place is. I don't fancy poorly written redundancy.
