https://bugreports.qt.io/browse/QTBUG-59261 is a really annoying issue that will affect every Plasma user on Kubuntu, now that we ship with Libinput by default. It's fixed in Qt 5.9.5, so if we don't ship with, we should cherry-pick the patch so our users aren't cursed with bad scroll speed.
