Rebuild the Kubuntu Continuous Integration system KCI. The idea is to design, architect and document a professionally engineered KCI, using test driven development methods, using well written and documented code ( suggestion is Python3 following PEP8 standards, and PyLint to Lintthe tooling code )

First open design discussions to take place at Kubuntu Cafe Live on 2 Dec. Please do add comments and thoughts below.
