Right now, when a new topic needs to be created, you can go to the page of a department and click on the "create course " button. This will create a new topic and a new course inside that topic with the same name. New topics and courses created this way are then stored in a temporary topic called "New courses" , as you can see here

The "New courses" string has to be changed in "New Topics" to be clearer for end-users
