For example a single Telegram bot to send on every channel to have less things to mantain

Which bots do you want to unify? The tech updates and pdfcheck has to be separated in my mind.
The structure of the pywikibot is already unified.

My idea is have only one "WikiToLearn Notification Bot" as "telegram gateway" and all other bots can use this one to send messages on telegram.
In this way we are using only one telegram bot (this can be usefull for status check) and can be a good idea to extend this kind of notification on more protocols.
Have our "notificatoin gateway" is a good thing to add more protocol (like add slak or mattermost notificatoin)

ok, you want one bot for the external interface to the different channels and all the bots could send it messages to be sent away.
