If template's category has been set using the category bar each page which use the template inherit that category.
The proper way of assigning categories is writing Category: ... INSIDE the <noinclude> tag. However bad categorized templates present no way for fixing the bug.
This is the reason why in meta site under official templates there are also Sprints/CERN 2016

It's not really a bug, but the wat mediawiki works. @liguorisofia if "bad categorized templates" means those ones with no [[Category:...]] inside <noinclude> tag, then I think we should change them now by hand or with a simple find and replace. Is it what you're referring to?

The fact is that when you fix it by hand (i've already done it) nothing changes. There's a sort of memory of previous bad categorization
