Archive and remove unused mailing lists

Description

The following mailing lists have been identified as no longer being in use. Please archive and remove them:

  • kdepim-builds (intended to receive Jenkins CI build errors, a problem we no longer have)
  • khtml-cvs (KHTML is gone in KF6)
  • kde-scm-interest (used for coordinating the migration to Git, something that is long done)
  • kde-dashboard

A possible place to archive lists is at the "Mailing list ARChives", as for KWrite-Devel list posts before September 2017:

The mailing lists kdepim-builds, khtml-cvs and kde-dashboard have now been closed.

Not 100% sure if the list has come to a conclusion yet on kde-scm-interest but we can certainly revisit it's closure once the thread is further along.
