lintqml supposedly installs with recommends. this is not a reliable way of addressing dependencies. it needs to install without recommends and assert all dependencies are still met.

specifically plasma-desktop needed to depend on org-kde-newstuff which was supposedly pulled in by a recommends from libkf5newstuffcore5 but therefore wasn't reliably installed.
