This will:
- Implement the necessary changes for clang-format
- Add a collection of commit hooks
- Add editorconfig
What should happen apart from the merge:
- Add mention of commit-hooks to https://community.kde.org/KPhotoAlbum
- Adopt info in documentation/coding-standards.h
- Run clang-format on the code-base
